Engineering Services Manager/Senior Project Manager Water/Wastewater

(EAE) is seeking a full-time Engineering Services Manager/Senior Project Manager in the Kansas City metro area with water/wastewater project management and design experience. Stormwater and green infrastructure experience is a plus. The Engineering Services Manager will mentor professional staff members and provide senior project management and quality assurance/quality control on projects that include evaluating, designing, and overseeing construction of water and wastewater treatment facilities, gravity sanitary sewers, force mains, water and wastewater pump stations, water main replacements, and related infrastructure. Supported by the EAE Principals, they will lead engineering business development. The Engineering Service Manager will report to the Project Operations Manager and the Principals of the company, and as a member of the EAE senior management team will participate in determining overall company goals and strategies.

Responsibilities and Duties
Engineering Services Manager

Leads development of engineering services goals and objectives, procedures, and policies.

Contributes to company leadership to determine goals and strategies for business development, policies and procedures for company management, and hiring new staff.

Serves as the main point of contact on engineering projects, develops proposals, coordinates EAE staff, oversees budgets and schedules, monitors project performance, communicates with clients, reviews work products, and assists with invoice preparation.

Tracks the general status/progress of all engineering projects. This includes a monthly engineering Teams meeting with all engineering staff to discuss project needs, specific issues and lessons learned.

Works with Principals to identify and pursue engineering business development opportunities.

Assists Principals with identifying and negotiating teaming opportunities with other firms.

Attends networking events and assists with presentations or conferences to market EAE.

Works with the EAE Sales/Marketing staff to research and respond to Requests for Proposals (RFPs) or Requests for Qualifications (RFQs), including preparing and reviewing proposals for engineering services. This may include developing staff qualification summaries, tailored resumes, project descriptions, technical approach, proposed schedule, etc.

Develops technical and administrative standard operating procedures and templates for engineering work.
Senior Engineering Project Manager

Participates in Client scope, fee, and contract negotiations for engineering projects.

Produces or reviews contracts for subconsultants and vendors. Coordinates subconsultant and vendor schedules and scope of work.

Prepares project revenue projections.

Participates in staffing projections and selection of staff for project assignments.

Performs and directs engineering project work from notice to proceed until the work is completed. Provides design input and direction and supervises the work of the project team. Recommends and integrates technical specialists when needed. EAE’s role may vary from Design Professional to consulting support on projects ranging from feasibility studies to design to construction phase services.

Represents EAE in client progress meeting, technical meetings, and public meetings.

Tracks budget and schedule over the course of the project and notifies EAE Principals and the Client promptly of challenges or out-of-scope services.

Assists EAE management in invoice preparation and quality control.

Acts as a mentor to EAE engineering staff, including participating in employee reviews and recommending engineering training and project experience for specific personnel.

Participates in project quality management planning, review, and QA/QC documentation.

Required Qualifications

B.S. in Civil or Environmental Engineering.
-
Professional Engineering license in Missouri.
-
Residence in Kansas City metropolitan area.
-
Experience with sewer and/or water main design projects for the City of Kansas City, MO.
-
Minimum 15 years of combined sanitary sewer, stormwater, and water distribution and transmission design experience.

Minimum 5 years of Engineering Project Management experience.

Business Development/Client Management experience.
-
Experience in Development of Scopes of Work, Fee Estimates and Schedules.
-
Proficiency with MS Office software; especially Word, Excel and PowerPoint.

Experience in proposal writing, proposal presentations, and/or interviews.

Excellent organizational and communication (written and verbal) skills.

Problem solving/analytical skills.

Preferred Qualifications
-
Direct knowledge and experience in watershed management including stream bank stabilization, water quality management, roadway drainage design, and stormwater design with an emphasis on green infrastructure solutions.

Experience in construction phase services.

Envision® Sustainability Professional (Env. SP) Certification.
-
National Association of Sewer Service Companies’ (NASSCO’s) Pipeline, Manhole and Lateral Assessment Certification Programs (PACP/ MACP/LACP) and Inspector Training and Certification Program (ITCP) certifications.
-
Proficient with Civil 3D, Bluebeam, Microsoft Project, ArcGIS and e-Builder software.

Working Environment and Benefits

Full-time position. The expected schedule is flexible but in general, availability is anticipated to be 8:00 am – 5:00 pm (Monday through Friday).

Work primarily from a home office with exceptions for travel locally or out of town; limited overnight travel. Almost all work is in the KC metro area.
