David Poirier is a registered professional engineer and EAE Senior Project Manager with over 20 years of engineering design experience. He has managed multiple construction projects requiring Stormwater Management Plans to minimize flood impacts and improve erosion controls. He has worked with adjacent property owners to coordinate utility relocates and easement acquisitions. He also has experience obtaining utility crossing permits for levees, railroads, highways and streams. In addition to his construction management experience, as a result of his experience as a NPDES permit writer for the State of Kansas, he has extensive knowledge and understanding of working with regulators to assure compliance and obtain applicable permits. He is adept at helping clients work through the rigorous antidegradation process in order to comply with increased effluent limits or apply for a new permitted discharge.
